HW Rudder Balance

Sling technical shared information with me regarding rudder balance (could not find in manual). To check the rudder balance, mount it to stabilizer in the vertical position. The rudder should rest in the neutral position and return to neutral position when moved. I was checking rudder balance in the horizontal position on a flat table which is incorrect.
